The top two in my opinion are Aphex Twin and Venetian Snares. They make the best use out of electronics right now.

Depends on what you like ... electronica is ... well ... as precise as the term "guitar driven music".

I'd recommend:

Mouse on Mars (weirdos ... but great weirdos)
Isole (great and soft minimal)
Alexandre Bilodeau (deep techno stuff ... albums can be downloaded for free)
Trentemller (minimal but pretty emotional electronica)
Modeselektor (pretty weird, but very kewl ... they produce anything from hardcore techno to weirdo electronica)

Ryoji Ikeda.

Basically:

Well Ive got this tattooed friend of mine whos got this theory concerning experimental electronic music. Which he detests, i might add. It goes like this: That music is sort of a drug. You start out pretty easy, lets say drinking Music Has the Right to Children. But you soon wants something heavier, more experimental, lets say smoking Tri Repetae. After a while, you get used to that to, so you start snorting 94 Diskont. And before you know it, youre injecting Aaltopiiri into your foreskin.

+/- by Ikeda is about 3 steps after the aforementioned Pan Sonic album.
